Strategic

There are a multiplicity of ways to provide electronic media.  Today's 'digital technology' allows EBU Members to provide services in television and radio; and, given the legal framework and financial capacity to do so, also in a range of 'new media'.

The new media options today include the conventional the World Wide Web via conventional speed Internet, 'Broadband' services of different kinds, enhanced or interactive services with digital television (iTV), and multimedia delivered to second or third generation digital telephones.  EBU Members need to decide if and how if they should provide for those who want to use these 'new media'.

Further new media options, which may be available soon, include High Definition television, multimedia with digital radio (enhanced radio), using home personal digital video recorders (PDVRs) in conjunction with the broadcasts, and broadcasting to 'handheld' receivers.  Similarly, EBU Members need to evaluate how far, within their constraints, they should become part of these new media.

Even further ahead we may see 'cooperative networks' with 'cooperative content' where broadband and broadcasting are used together.  They could provide a service with several elements which include broadcast wide interest programmes interconnected with broadband 'on demand' services.

The future of the media presents great challenges and opportunities for EBU Members.  They share knowledge and experiences in new media, and help Europe to advance the technology and art of new media.   There are implications for the kind of programmes Members make and for the way they organise themselves.

The EBU Administractive Council has established a framework for studies and collaboration in new media, and this includes a 'Digital Strategy Group' (the DSG),  an On Line Services Group (the OLS), and the New Media Forum (the NMF).

EBU Members are invited to participate in the activities of these groups.
